Poland Township plans to construct a new five-foot sidewalk for approximately ¼ mile along the south side of Dobbins Road between the Poland Township Administration Building and Tuscany Drive in Poland Township, Mahoning County, Ohio. Additional improvements include new curb and gutter, curb ramps to meet Americans with Disabilities (ADA) standards, new crosswalks and new driveway aprons, as needed. Fire hydrants, storm sewer catch basins, street signs, and light poles will also be moved to allow for the construction of the sidewalk. The proposed new sidewalk will be constructed entirely within the existing Dobbins Road right-of-way.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried-out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated December 11, 2015, and executed by FHWA and ODOT. The proposed project will not impact any cultural resources, suspect hazardous waste sites or result in impacts to ecological resources. The project will not result in substantial impacts to the environment either individually or cumulatively. In compliance with Section 106 of the National Historic Preservation Act of 1966, as amended (codified as 36 CFR 800), Poland Township requests information regarding the presence of any known cultural resources in the vicinity of the project. Cultural resources include prehistoric and historic archaeological sites, historic bridges, historic buildings, sites and districts.
The transportation improvement is scheduled for construction in the Summer of 2018. During project construction, two-way traffic shall be maintained on Dobbins Road at all times. In addition, access to all residences and properties will be maintained during project construction.
Project construction cost is currently estimated at $ 164,000. Construction funds will be from a combination of local, state, and federal sources.
