August 20, 2014—REGULAR MEETING
 
The Poland Township Board of Trustees held their regular meeting August 20, 2014 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.
 
Chairman Ungaro called the meeting to order at 6:02 p.m. Mr. Siggorelli opened the meeting with the Pledge of Allegiance. There were several residents present.
 
ADMINISTRATION
Chairman Ungaro motioned to approve the minutes dated May 1st, May 14th, June 11th, July 1st, and July 24, 2014, approved by Wollet. Voting yes – Ungaro, Wollet & Lidle . . . motion carried.
 
Chairman Ungaro motioned to approve the minutes dated June 4th, seconded by Lidle. Voting yes – Ungaro & Lidle. Wollet sustained because she was not present at the meeting.
 
Chairman Ungaro motioned to authorize all payments for all outstanding checks for the township, seconded by Lidle. Voting yes – Ungaro, Wollet& Lidle.
 
Chairman Ungaro motioned to approve the purchase of truck bed for the 450 truck from Quality Truck in the amount not to exceed $14,000.00, seconded by Lidle. Voting yes – Ungaro, Wollet & Lidle.
 
Chairman Ungaro motion to approve Resolution #14‐17: Nuisance Ordinance for the following addresses:
  • 2452 Bedford
  • 2457 Edgewater
  • 2227 Hamilton
  • 2360 Hamilton
Seconded by Lidle. Voting yes – Ungaro, Wollet & Lidle.
 
Fiscal Office, Paul Canter, gave the financial report for July 2014 as follows:
Revenue ‐ $18,903
Expenditures ‐ $293,400
 
PARK COMMITTEE
  • Advisory Board Chairman, Mike Heher, updated the board as follows:
  • Park meeting changed to Tuesday August 26
  • Flag pole that is being set up by Boy Scout is in progress
  • IPAC meeting rescheduled until the first part of September time TBA
  • Waterline project is in progress and contact is made daily with Tim Tusak who is in contact with Aqua Ohio
  • Open House 9pm – 2pm on 8/22/14
 
Recycling Department
No Report. Administrator, Jim Scharville was not present at meeting
 
Road Department
Road Superintendent, Tom Monus, reported that the Road Department has don’t the following: patching holes, sweeping streets (completed), fixing catch basins, cutting grass & cleaned out the piping on Canterbury. Tom is waiting for a call from Tim Tusak for piping on Clover.
 
Resident voiced concern about the weight limit on Stymie Road & that there is a lot of over weight traffic passing through and violating the weight limit. Suggestions were given to notify the county to get signs put up to notify the drivers.
 
Zoning Department
Zoning Inspector, Robert Monus, gave the Monthly Zoning Report for July 2014 (report on file). Reported that there will be a zone change which would change the office district to a residential district.
 
Chairman Ungaro motioned to approve Zone Change: Case ZC‐01‐14, seconded by Wollet. Voting Yes – Ungaro, Wollet & Lidle.
 
Police Department
Chief Goodin gave Monthly Stats for July 2014 (report on file).
 
Chief gave an update on the car break‐ins are still current and to report anything and everything.
 
Trustee Wollet had several questions regarding last month meeting, here are the responses.
  • The wall for the sidewalk project been ordered and problem has been resolved with Historical Society.
  • The change order with a difference of $3,200 has no cost to the Township & has been approved through ODOT.
  • The Denver Drive issue has been resolved
  • Obtained work release approvals allowing the grade issue to be taken care of
  • The connection with the village and the two houses project is waiting to hear from the village for next step.
Trustee Wollet mentioned keeping the Canfield Fair boards up to date and allocate money from
the community fund next year to do a nicer display.
 
Public Comment
Chairman, Ungaro opened up the meeting for public comment. Several residents spoke their concerns.

Trustee Lidle motioned to go into executive session at 7:05 P.M. to discuss the compensation of one or more Township employees, seconded by Ungaro. Voting yes – Ungaro, Wollet & Lidle.
 
Trustee Lidle motioned to end Executive Session and into regular session at 7:51 P.M., seconded by Ungaro. Voting yes – Wollet, Lidle & Ungaro.
 
Trustee Lidle motioned to agree terms set forth by the negotiating contracts of the Teamsters 377 in Poland Township as it pertains to the road contract and zoning and clerical contracts, seconded by Ungaro. Voting yes – Ungaro, Wollet & Lidle.
 
Trustee Lidle motioned to adjourn at 7:54 P.M., seconded by Ungaro. Voting yes – Ungaro, Wollet & Lidle.
