                                                    REGULAR TOWNSHIP MEETING

The Poland Township Board of Trustees held their Regular Meeting on January 10, 2018 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.                                                                                                                                                                        

Mr. Kempers leads in the Pledge of Allegiance.                                                                                  

Scharville calls roll call. Chairman Ungaro, Vice Chair Wollet and Trustee Kempers all present.                                                                                                                                                                                                                

Chairman Ungaro motions to approve the minutes dated Nov. 8, 2017. Seconded by Wollet. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- abstained since he was not present at that meeting. Motion carried.

Chairman Ungaro motions to authorize payment for all outstanding bills for the township. Seconded by Wollet. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- yes. Motion carried.

Paul Canter is present to give the financial report for December 2017- nothing to present still closing out the year.

Chairman Ungaro motions to approve Resolution #18-01: OPERS Conversion Plan that allows a buyback plan for November. Seconded by Wollet. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- yes. Motion carried.

Larry Baughman from Poland Historical Society- 1791 Lemont Drive, approaches the board and gives a brief background about the Poland Historical Society. Reviews expenditures for maintenance on building. In 2017 the Actual total expenditures were $13,696. Major issues they’ve had were getting a new furnace in Dec. 2016 = $3520, 50%-60% Humidity issue & installed dehumidifier, which cost $1800, Heat pump will need installed in the next five years= $5000, UV Window treatments= $2000 in which they were able to get a $6,300 grant from Ohio History Connection, Parking lot paving = $2300, Archival preservation= $2000. They have had some major fund raising to address some of these costs, PHH History Book Sales- $8,035 profit in 2016/2017, bus trip- $2800 profit in 2017, and donations. Budget for 2018 estimates $3320 in Utilities, $4,167 in Maintenance, and $667 for Insurance equaling $8,064.

Mr. Ungaro makes a motion to approve the request for $5,000 donation from the Republic Services donation to Poland Township to help fund the Little Red Schoolhouse utility, maintenance and insurance costs. Seconded by Wollet. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- yes. Motion carried.

Mike Heher approaches the board regarding the Solid Waste Contract and reviews contracts and agreements from previous years. Mr. Ungaro motions to pass a new lease agreement for site modifications of the services to Poland Township. Seconded by Wollet. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- yes. Motion carried.

Mr. Ungaro motions to approve Ms. Bartos cleaning at $325/week for 6 hours/ week. Seconded by Wollet. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- yes. Motion carried.

Mr. Ungaro motions to set Mr. Scharville’s Administrative rate at $26.73/hour. Seconded by Kempers. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -no and Mr. Kempers- yes. Motion carried.

 

Park Committee:      

Ms. Wollet motions to make Mr. Ken Filicky President of Poland Township Park Advisory Board. Seconded by Kempers. Roll call vote, Mr. Ungaro- yes, Ms. Wollet -yes and Mr. Kempers- yes. Motion carried.

Recycling:

Still receiving Christmas trees until the end of the month of January 2018. Recycled roughly 200 so far.

                                   

Zoning:          

Bob Monus presents the monthly zoning reports. 2 new structures; Valuation= $318,625 with fees of 2720. 2 additional improvements; Valuation= 10,540, fees=$89. 10 violations in one month; Valuation=$399,165, fees= $2,809.

Annual 2017 reports 15 new structures with Valuati on of 3,627,666, fees= 25,477. 126 additional improvements; Valuation= 1,242,783, fees = 9,368. 89 misc permits =$440, 10 zoning appeals = $2,750. 1 zoning amendment = $400 375 violations.

Total year report for 2017- Valuation= $4,870,443. Fees, $38,435.

ROAD DEPT.   

Mr. Ungaro motions to appoint Mike Day as assistant road foreman effective January 11, 2018. Seconded by Ms. Wollet. Roll call vote. Mr. Ungaro- yes, Mr. Kempers- yes, Ms. Wollet- yes. Motion carried.

Mr. Ungaro motions to certify Poland Township public roads at 53.921 miles for 2017. Seconded by Ms. Wollet. Roll call vote. Mr. Ungaro- yes, Mr. Kempers- yes, Ms. Wollet- yes. Motion carried.

Ms. Wollet presents the Road paving condition report to the board.

Mr. Ungaro motions to approve Timberwood to remove the dead trees in the cemetery for $2,000. Seconded by Ms. Wollet. Roll call vote. Mr. Ungaro- yes, Mr. Kempers- yes, Ms. Wollet- yes. POLICE DEPARTMENT:                                                                                 

Mr. Ungaro motions to approve Police Chief Brian Goodin at a rate of $36.25/hour. Seconded by Wollet. Roll call vote. Mr. Ungaro- yes, Mr. Kempers- yes, Ms. Wollet- yes. Motion carried.

Police reports for the month of December 2017; 279 security checks residents on vacation, 25 observed calls, 273 dispatch calls, 20 accident investigations, 43 warnings, 5 citations, 2 misdemeanor arrests, 1 felony arrest, 10,181 miles traveled.

Mr. Ungaro motions to hire Kelsey Hammercheck as part-time patrol officer for Poland Township, pending background and physical, at a rate of $10/hour. Seconded by Ms. Wollet. Roll call vote. Mr. Ungaro- yes, Mr. Kempers- yes, Ms. Wollet- yes. Motion carried.

Chief Goodin recognizes two officers, Jim Jackson & Julie Henderson for saving the life of a 37 year old man from overdose on 9/24/17, with certificates to be signed.

                                                                                                                                                                                                           

                                                                                                                                                         

Public Comment:                                                           

Mr. Zamary of 6104 Circle Drive approaches the board about the lack of equity available to Poland, and is upset with the property tax being paid on homes in the township. Our Officials need to think outside the box.  He also added the surplus of revenues available in the Mahoning County Libraries.
