JANUARY 18, 2017

REGULAR MEETING

 

            The Poland Township Board of Trustees held their regular meeting on January 18, 2017, at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Chairman Robert Lidle opens tonight’s meeting at 6:00 p.m. Mr. Conzett leads in the Pledge of Alliance.

Fiscal Officer Paul Canter calls roll call. Chairman Robert Lidle, Vice Chairman Joanne Wollet and Trustee Eric Ungaro are present.

Lidle makes a motion to approve minutes dated December 14th, 2016 and January 4, 2017, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.

Lidle makes a motion to authorize payment for all outstanding bills for the township, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.

Fiscal Officer Paul Canter informs trustees that the Financial Report for December 2016 is in progress and will be given at the next meeting.

Chairman Lidle congratulates Cathy Stacy of her new retirement and her 27 years of service, and welcomes new police secretary Jessica Lewis.

Lidle introduces Larry Baughman, President of the Poland Historical Society. Larry Baughman is present to give year end expenses and requests a donation of $5,000.00. Would like donation of $5,000.00 to be an annual 5 year contract between township and the Poland Historical Society. Trustees are in agreement that a 5 year obligation isn’t ideal based on situations that can arise year to year. Chairman Lidle makes a motion to approve donation for $5,000.00 for year of 2017, seconded by Vice Chairman Joanne Wollet. Voting yes- Lidle, Wollet and Ungaro…. Motion carried.

Lidle makes a motion to approve Resolution #17-03: Renwick Drive Stop Sign: Poland Township Board of Trustee’s and Mahoning County Ohio are issuing a stop sign at the NE corner of Renwick intersection of 10th street, will go into effect 60 days after resolution is passed. Seconded by Joanne Wollet, voting yes- Lidle, Wollet and Ungaro…motion carried. Stop sign will be up by the end of next week January 27th, 2016.

Adolf Kralji, resident of Coblentz Drive is present to comment on the issues that has been reoccurring for the past few years. The street is being drastically flooded due to continuous stream caused by a double sump pump. The flooding of the street is a safety issue for residents in the summer as well as winter. Trustees assure him a solution will be worked on for this concern.

John Boccieri, State Representative of District 59 is present to give his evaluation of the flooding of Canteberry Creek, after touring he is determined to find out what upstream is causing such a over flow of water and suggests we do a Hydrology Study to find where the problem is occurring. After much deliberation Trustees and State Rep John Boccieri agree to get the Soil Water Conservation team and the County Engineers as well as other experts to find a solution for the overflow upstream which will be further discussed during a later meeting.

Park Committee:

Mike Heher is not present to give monthly report, Ken Filicky is taking his place to give monthly report as well as project to come in the year 2017.

Recycling Committee:

The Christmas tree recycling program: 

Recycled trees can either be dropped off or picked up at curb December 26, 2016 - January 31st, 2017.

Zoning Committee:

Bob Lidle is present to give zoning report. For December 2016 Total Valuation- $31,943.00 Total Fees Collected – 223.00. For year of 2016 Total Valuation - $4,958,393.00 and Total Fees Collected- $38,603.00. Report on File. 

Chairman Lidle moves to appoint Hank Grover to Zoning Appeals for a full term. Seconded by Wollet, voting yes- Lidle Ungaro, and Wollet.

Lidle moves to appoint Robert Durick to Zoning Appeals as alternative for a 1 year term, seconded by Joanne Wollet. Voting yes- Lidle, Wollet and Ungaro.

Lidle moves to appoint Bill Gardner to Zoning Commission for a full term, seconded by Joanne Wollet. Voting yes- Lidle, Wollet and Ungaro.

Lidle moves to appoint John Grahovac Sr. to Zoning Commission as an alternative for a 1 year term, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro.

Road Department:

Tom Monus is present to give monthly report. Stop signs are still in progress of being put up.

Vice Chairman Joanne Wollet makes note that the landscaping in front of the Township building will be a project coming up in the spring, receiving bids for project is in progress.

 Vice Chairman Joanne Wollet voices her concern and importance of Township roads and would like the Board of Trustees to get someone to come out and evaluate all roads as well as rate them of importance. This project could be very beneficial and helpful for the Road department as well as Budgeting and resident of the township. Project is expected to be a 3 day evaluation for all roads. Tom Monus agrees that this motion would be very helpful when determining a better agenda. Project and bids will be further discussed at a later meeting.

Police Department:

Chief of Police Brian Goodin is present to give monthly report.

Support Crisis Response Team is asking for a $2,000.00 annual donation. In previous years we have met a $1,000.00 donation, Chairman Lidle makes a motion to donate $1,000 to the Support Crisis Response Team, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.

Chairman Lidle opened the meeting for public comment at 7:15 p.m.  There were no public comments.

Joanne Wollet would like to discuss this year’s festivities of Celebrate Poland: Parade will be on Friday June 30th, 2017 and celebration will be held on July1st, 2017. To help fund this annual celebration a special Pancake Breakfast will be held on Saturday, February 11th, 2017. Tickets will not be sold, event will be a donation only fundraising event, raffle basket donations are being accepted and will be held at Poland Seminary High School from 8a.m until 12p.m. Residents are encouraged to stop by.

There being no further business, Lidle moved to adjourn at 7:30 p.m., seconded by Wollet.  Voting yes – Ungaro, Lidle, Wollet…motion carried.
