March 8th, 2017

Regular Township Meeting

 

The Poland Township Board of Trustees held their regular meeting on March 8th, 2017, at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.

Administrator Jim Scharville calls roll call: Chairman Robert Lidle, Vice Chairman Joanne Wollet and Trustee Eric Ungaro are present.

Ricky Morrison is present to lead in the Pledge of Allegiance.

Chairman Lidle makes a motion to approve minutes dated February 15th Regular Meeting & February 15th Special Meeting, seconded by Vice Chairman Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.

Lidle makes a motion to authorize payment for all outstanding bills for the township, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro… motion carried.

Fiscal Officer Paul Canter is not present to give financial report for the month of February, 2017. Report for February and March will be available at April 2017 township meeting.

Administrator Scharville makes note that all Christmas decorations at the cemetery will be removed by March 19th, 2017.

Park Committee:

Ken Flicky is not present, there is no monthly report to give for February 2017 at this time.

 

Recycling Department:

No Report on recycling for this month.

Vice Chairman Joanne Wollet makes note that there are pot holes and other areas that are in need of maintenance at the recycling center.

 

Zoning Department:

Bob Monus is present to give monthly report. Total Valuation - $318,273.00 and Total Fees Collected- $2,519.00. Report on File.

Road Department:

Tom Monus is present to give monthly report.

Allison Road Project- JS Bova has the lowest quote for this project. Lowellville has also offered to help for labor as well as possibly material.  Chairman Lidle makes a motion to approve JS Bova Excavating for the Allison Road Project not to exceed the amount of 11,900.00, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro. 

Street Sweeping- Machine is older has had a few breakdown, may not last much longer and hard to get parts.  Discussed sweeping for Memorial Day Parade.  Tom Monus will begin sweeping Township to see how machine is operating to determine if we will get outside quotes.

Road Evaluation Project- Quotes were presented from 4 different companies for this project.  At next meeting, a decision will be made.

Joanne Wollet makes note of getting quotes for landscapers for the front of the township building to see if we can get a warranty for plants and if they perform the labor.

 

Police Department-

Chief Brian Goodin is present to give monthly stats.

Chief Goodin has received a quote for the memorial for fallen police officers from OT Beight, the Township will still have to contribute $1,500.00 for project ( 500 for base and $1000.00 for the stone) OT Beight is going to donate the rest of the cost for the stone which is originally $4,000.00 or $5,000.00. Chief Goodin mention that if Township isn’t able to cover the cost he is able to get donations from residents for the project. Chief Goodin and Chairman Lidle as well as other board members are in agreement that the Township can cover the cost but wouldn’t mind if residents wanted to help the cause as well. Final Plans for the project will be discussed at the next meeting.

Lidle makes a motion to approve the purchase of ammunition for firearm qualifications from Witmers in the amount not to exceed $2,200.00, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.

Lidle makes a motion to approve the purchase of a 2017 Dodge Charger from Bob & Chuck Eddie in the amount not to exceed $ 24,000.00, seconded by Wollet. Voting yes- Lidle, Ungaro and Wollet.

Lidle makes a motion to approve the purchase of a cage and a console for the new cruiser from Fallsway in the amount not to exceed $1,700.00, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…motion carried.

Eric Ungaro recognizes a letter received by a resident on Denver acknowledging the amount of people speeding has decreased drastically and they are very thankful for the hard work the township does patrolling our township.

Lidle mentions our self-defense classes that will be soon available again for the girls in Poland Seminary High School to attend. Poland Township has been offering this program for the 2 prior years and will continue to do so for young members of our community to be safe. 

Public Comment-

Steve Valvar resident at 8569 Van Drive is present to voice his concerns regarding the water that is damaging his yard and is concerned if not resolved soon it will start to ruin the foundation of his home, as well as a hole that is dangerous and financially costing him, would like something to be done about both issues.  Tom Monus, Road Foreman is going to make it a priority to check out and assess the issues at hand and come to a solution. Outcome will be discussed at future meeting.

Chairman Lidle makes a motion to enter into executive session at 7:07 pm to discuss matters of personnel.

Chairman Lidle makes a motion to exit execution session and back into regular session at 7:29 pm, there being no further matters to discuss Chairman Lidle makes a motion to adjourn at 7:30 pm, seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro…meeting adjourned.
