The Poland Township Board of Trustees held a regular meeting March 18, 2020 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Chief Goodin leads the Pledge of Allegiance.

Mr. Ungaro does roll call. Ungaro, Kempers and Wollet are present.

Mr. Ungaro motions to approve the minutes dated February 12, 2020. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

TOWNSHIP RESOLUTIONS:

Mr. Ungaro motions to approve Resolution #20-09 to participate in ODOT Road Salt for the 2020 winter program. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #20-10 final appropriations. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers.  Motion carried.

FINANCIAL REPORT:

Mr. Canter is present to give report.

Expenditure - $1,282,140

PARK COMMITTEE:

Mr. Scharville gives park report.

RECYCLING:

Mrs. Wollet discussed her attendance at the county engineer’s meeting, during the meeting they discussed starting a new program called OOPS Program. This program is when the green team picks up curb side recycling.  If items in the container are not accepted, you will receive a tag, and they will not be picking up your recyclables until it is no longer contaminated. 

ZONING DEPARTMENT:

Mr. Ungaro presents on behalf of Mr. Bob Monus zoning report.

Mr. Ungaro motions to approve a request to waive zoning permit fee for WRJFD Station #3 building expansion in the amount of $2,144.00. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

ROAD DEPARTMENT:

Mr. Scharville is present to give road report.

Mr. Scharville discussed the culverts and curbs that will be replaced in the Township.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to approve the purchase of ammunition for training from Kiesler Police Supply in the amount not to exceed $1,700.00. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet motions to close the Cliffview Drive basketball courts. Seconded by Mr. Ungaro. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

PUBLIC COMMENT:

John Appel of 7816 Cliffview, thanks the Board for closing the basketball court.

Paula Spano of 7727 Cliffview, thanks the Board for also closing the basketball court on Cliffview Drive. She also discussed with the Board about the litter by the S bend on Cliffview.

Gary Smercansky of 7356 Elmland Drive, voices of concerns about flooding issues.

Mr. Ungaro motions to go into executive session at 6:47 p.m. reasons of contracts and personnel. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to exit executive session at 7:10 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter regular session at 7: 11 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter into contract between Poland Township and the Teamsters clerical, retroactive to January 1st, 2020. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter into the contract between Poland Township and the Teamsters road department, retroactive to January 1st, 2020. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter onto the contract between Poland Township and the FOP OLC Sergeants positions, retroactive to January 1st, 2020. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to enter into the contract between Poland Township and the FOP OLC Patrol division, retroactive to January 1st, 2020. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve a one-year contract between Poland Township and Jim Scharville at the rate of $27.98. Seconded by Mr. Kempers. Voting yes - Ungaro and Kempers. Mrs. Wollet - abstain.

Mr. Ungaro motions to approve a contract with Poland Township and Police Chief Brian Goodin for a period of two years at a rate of $38.75. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to adjourn at 7:13p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
