                                                                              REGULAR MEETING 

The Poland Township Board of Trustees held a regular meeting April 12, 2023 at the Western Reserve Joint Fire District Station 93. Located at 2050 South Hubbard, Lowellville Ohio 44436.

Mr. Ungaro calls the meeting to order.

Mr. Filicky leads the Pledge of Allegiance.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution 23-14: A resolution authorizing the Poland Township trustees to enter into a memorandum of understanding with the Mahoning County engineer regarding the application of funds from the additional non-emergency sales and use of tax for the Olde Winter Trail stormwater management project. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution 23-15: Nuisance Notice for properties 2208 Clyde Street and 4438 Arrel Road. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution 23-16: Removal of Junk Motor Vehicles. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Hockenberry was present to speak about upcoming school events.

FINANCIAL REPORT:

Mr. Canter is not present.

Mr. Ungaro motions to approve memorandum of understanding between Canfield City Council and Canfield Township and Poland Township regarding joint bidding on the 2023 road resurfacing projects. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve authorization to Mark Covell to sign all documents relative to the 2023 resurfacing project. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve annual renewal of Love Insurance as the Poland Township insurance carrier effect April 1, 2023 in the amount of $36,318. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the contribution to the Memorial Day Observance Committee of Sons of the American Legion Mahoning Valley Squadron 15 in the amount of $250. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve contribution to the Memorial Day Observance Committee of American Legion Post 247 - Lowellville in the amount of $250. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve annual subscription for Township Google Workspace for $2,160.00 - a savings of $432.00 from monthly subscriptions. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro and Mr. Monus discussed the Cliffview Drive property encroachment.

Mrs. Wollet speaks on the review of the township logo.

Mr. Covell gave an update on Township collaboration with the Western Reserve Port Authority for the purpose of application for the ODNR Nature Works Grant for All Persons Access Trail.

Mr. Wilson gave an update on grant applications with KO consultants for Police Body Cameras and Road equipment.

PARK COMMITTEE:

Mr. Filicky is present to give the monthly report.   

Mr. Ungaro motions to approve funding for installation of Sand Volleyball Court at a cost not to exceed $3,000.00. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

RECYCLING:

Mr. Covell is present to give the monthly report.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give the monthly report.

Monthly report from March.

  • 1 new structure, valuation-$177,740; fees collected-$1257.
  • 5 additional improvements, valuation-$115,480; fees collected-$1,419.
  • 0 misc. permit issued; 3-appeals, $825-misc.; 1 -amendment, $275 -misc; 42 violations for the month.

 Total valuation for the month- $293,220; total fees collected $3,776; Year to date total valuation- $1,011,365. 

ROAD DEPARTMENT:

Mr. Tommy Monus present to give the monthly report.

Mr. Ungaro motions to enact an increase for the cemetery fee.

  • Grave Purchase: $450.00 to $500.00
  • Opening and Closing: $450.00 to $500.00
  • Cremation Graves: $250.00 to $275.00

Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Mr. Monus and Mr. Covell to purchase a sign for the cemetery establish the policy removal of Christmas and Easter wreaths to be removed by May 1st. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried. 

POLICE DEPARTMENT:

Chief Wilson is present to give the monthly report.

Mr. Ungaro motions to approve the annual fee for Poland Township Police to receive response service of the Mahoning Valley Crisis Response Team (SWAT) in the amount not to exceed $2,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet – Mrs. Wollet expresses how exciting yesterday was, it was so much fun. 

Mr. Kempers – Mr. Kempers said Struthers local School has kids that could help in the park.
