                                                                                   REGULAR MEETING

 The Poland Township Board of Trustees held a regular meeting April 13, 2022 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Luke from MLO Brother, his son Lucas leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.

Mr. Ungaro motions to approve the minutes dated 03/16/2022 (Regular).  Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-11: Renewal Levy. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

RECOGNITION OF GUESTS:

Luke from MLO Brothers announces a movie and fun night will held on June 10th, 2022. This event will start at 5 p.m. and run till dark.  It will be at practice field at Poland Middle School.

Cheryl Ginnetti of 5552 Kennedy Road, started a foundation in memory of her late husband. She asks the board for advice to build a sports complex in Poland Township for the health and wellbeing of the community.

Bob Mastriana introduces Streetscapes and the projects they will be working on within the Poland Township.

Gary Diorio is present to answer the questions from the trustees regarding upcoming street projects.

Mr. Ungaro motions to enter into agreement with MS Consulting not to exceed $7,000 for the road repair survey. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

POLICE DEPARTMENT:

Chief Wilson is present to give monthly report.

Chief Wilson presents Office Julie Henderson and Officer Dan Superak lifesaving awards.

Chief Wilson presents Covid Service Awards to all officers who worked during Covid.

FINANCIAL REPORT:

Mr. Canter is not present to give this report.

Mrs. Wollet who is also a council member to the Western Reserve Joint Fire District, discussed the time limit for setting off consumer grade fireworks and a commercial grade fireworks. The Trustees are not in favor to vote on a time limit.

Mr. Ungaro is present to explain the back flow reimbursement program relief in with conjunction with Mahoning County.

Mr. Ungaro motions to approve $.50 raise for all part-time and seasonal employees effective next pay period. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is present to give monthly report.

Mr. Ungaro motions to approve Jack Dwyer at the rate of $12.00 per hour as a seasonal employee at the Township Park.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

 ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

Monthly report from March.

  • 2 new structure, valuation- $419,185; fees collected-$2,925
  • 15 additional improvements, valuation-$243,282; fees collected-$2,383
  • 0 misc. permit issued; 1-appeal, $275-misc.; 0-amendments, 24 violations for the month

Total valuation for the month- $662,467; total fees collected $5,583;

Year to date total- $1,570,173

ROAD DEPARTMENT:

Mr. Tommy Monus is present to give monthly report.

Mr. Ungaro motions to approve Zy’Quan Robinson and Ross Dedo at the rate of $12.00 per hour as a seasonal employee at the Township Road Department.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet express concern for the elderly residents and the effect inflation may have on them. She informs them there are programs available to provide assistance if needed.

Mr. Kempers- Gives thanks to the Police Department for all you do.

PUBLIC COMMENT:

Mr. Hockenberry superintendent for Poland Local Schools, announces spring break starts tomorrow for the kids and they return Monday April 25th. There are only 25 days left of school.  May 19, 2022 is the Poland Foundation banquet.

Luke from MLO Brothers is promoting the use of live streaming for Township meetings online. He mentions the Village of Poland is taking part in this process by live streaming their meetings.

Allen Morrow of 6878 Blue Ridge Drive, spoke of  his concern about the trash pickup and asks if there is a  possibility for a community pickup since we lost another trash company.

Mr. Ungaro motions to adjourn at 7:25 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
