                                                                                         REGULAR MEETING

The Poland Township Board of Trustees held a regular meeting April 14, 2021 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.  

Mr. Canter leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, fiscal officer Canter, and Wollet are present.

Mr. Ungaro motions to approve the Regular minutes dated March 12, 2021. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-14: Participate in ODOT Road Salt for 2021. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-15: Renewal Levy; a resolution declaring the necessity to levy a tax in excess of the ten-mill limitation ORC 5705.19, ORC 5705.191, ORC 5705.25, ORC 5705.26. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-16: Nuisance Notice, for the following;

  • 2854 Center Road
  • Center Road GL 15 w/ of Tala Drive
  • 4149 Arrel Road

 Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-17:  Removal of a junk boat vehicle, located at 6926 Poland Center Drive. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Kempers motions to approve additional sales tax for expenditures for Poland Township, Ohio. Seconded by Mr. Ungaro. Voting yes – Ungaro.  Wollet - No and Kempers - No.

The board is required to vote on the additional county sales tax (Resolution #21-18) for safety roadways, bridges, grants and loans.  There are two options, option A: for amount to be applied for roadways and option B: to receive an amount of a $550,000 for the township and the remainder amount distributed for work done in the township.

Mr. Ungaro motions to approve option B: to receive amount of $550,000 for the township and the remainder amount will be distributed for work done in the township. Seconded by Mr. Kempers. Voting yes - Ungaro. Abstain - Kempers and Wollet. 

RECOGNITION OF GUESTS:

Mrs. Wollet introduces Kristen Olmi, she is a managing member of the company K.O. Consulting LLC.

Dave Long, 7866 South Brooke Trail, discusses volunteer based senior programs to help protect senior scams.

ADMINISTRATION:

Financial report- no information available currently.

PARK COMMITTEE:

Mr. Flicky is present to give monthly report.

With permission from the board, the park will place paw prints on some of their roadways, within the park. 

RECYCLING:

Mr. Scharville is present to give monthly report. 

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

Monthly report from March.

  • 4 new structures, valuation- $1,026,595; fees collected - $7,183
  • 22 additional improvements, valuation - $166,173; fees collected - $1,261
  • 0 misc. permit issued for a total of - $0.00; 1 - appeals, misc - $275; 0 - amendments, valuation - $0.00; 31 violations for the month; total valuation for the month - $1,192,768; total fees collected - $8,719.

ROAD DEPARTMENT:

Mr. Scharville is present to give monthly report.

Mr. Ungaro motions to approve Penn Ohio for the resurfacing project of Hilltop road not to exceed $7,000.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers.

Motion carried. 

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

ELECTED OFFICIAL COMMENTS:

PUBLIC COMMENT:

James Chapman 3424 Dobbins Road, speaks with the board about the possibility of having community service individuals from the courts to help with the work needed at the cemetery.

Mr. Ungaro motions to adjourn at 7:02 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers.  Motion carried.
