The Poland Township Board of Trustees held their regular meeting May 09, 2018 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Catsoules leads the Pledge of Allegiance.

Mr. Scharville calls roll call. Ungaro, Wollet and Kempers were present.

Mr. Ungaro motions to approve minutes dated 03-13-18 and 04-11-18. Seconded by Wollet. Voting yes - Ungaro, Wollet and Kempers.

Ungaro motions to authorize payment for all outstanding checks for the township. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Kempers.

Ungaro motions to approve payment for Memorial Day expenses to American Legion Post 15 and Post 247 in the amount of $250.00. Seconded by Wollet.

Voting yes- Ungaro, Wollet and Kempers.

Ungaro motioned to approve Resolution #18-07:  Winter salt program. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.

Ungaro motions to hire seasonal help for the road department: Jacob Antil, James Stefanski and Ross Gould. Not to exceed 39 hours a week at $8.30/hr. Seconded by Wollet. Voting yes – Ungaro, Wollet and Kempers.

Ungaro motioned to approve Resolution # 18-08 Nuisance Notice for 3015 Spitler Road, 2444 Bel-Aire Lane, 6950 Poland Center Drive and 6926 Poland Center Drive. Seconded by Wollet. Voting yes – Ungaro, Wollet and Kempers.

June meeting date changed to June 6, 2018 at 6:00 p.m.

PARK COMMITTEE:

Ken Filicky is present to give monthly report.  

RECYCLING DEPARTMENT:

Mr. Scharville is present to give monthly report.

ZONING DEPARTMENT:

Bob Monus is present to give monthly report.

  • One new structure valuation at $254,975.00; fees of $1,784.00.
  • 11 additional improvements at a valuation of $136,216.00; fees of $1,014.00.
  • 3 Misc. permits at $15.00 and 34 violations for the month.
  • Total monthly valuation of $391,191.00; Total Fees of $2,813.00.

Ungaro motions to waive permit fee for accessory building at WRJFD- Station 92 in the amount of $143.00. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.

Ungaro motion to increase zoning board secretary pay from $100.00 to $125.00 per meeting. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.

ROAD DEPARTMENT:

Tom Monus is present to give monthly report.

Ungaro motioned to approve to contract with EverBrite to street sweep the village portion before the Memorial Day parade at the cost of $3,000.00. Second by Wollet. Voting yes – Ungaro, Wollet and Kempers.

Ungaro motioned to approve Butch and McCree not to exceed $30,000 for the pavement of List Lane. Seconded by Wollet. Voting yes - Ungaro, Wollet, and Kempers.

Ungaro motioned to approve J.S. Bova Excavating not to exceed $2,500.00 for the Diana Dr. project. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly stats.

PUBLIC COMMENT:

James Wells of 2983 Saginaw Dr. was present to discuss the blacktop that is crumbled and thrown into his yard from the snow plows during the winter months. He also noted the end of his driveway needs to be fixed due to the snow plow blade catching it during the winter. Tom Monus will head over there the following day to take a look at the damage.

Mike Medvec of 6839 Youngstown- Pittsburg Rd. was present to discuss a few concerns he had with the police department. He first discussed an exchange of emails he had with an employee. He also question if background checks are performed prior to hiring officers and he was informed that they are. He then proceeded to express that he has concerns for his safety due to the departments hiring practices.

Ungaro motions at 7:10 p.m. to adjourn from the regular township meeting. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Kempers.
