REGULAR TOWNSHIP MEETING

The Poland Township Board of Trustees held their Regular Meeting on May 10, 2017 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.                                                                                                                                                                     

Pat Sweeney leads in the Pledge of Allegiance.                                                                                    

Scharville calls roll call. Ungaro, Lidle and Wollet were present.                                                                

Lidle motions to approve the minutes dated April 12, 2017. Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro.                                                                                                                                              

Lidle motions to authorize payment for all outstanding bills for the township. Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro.

Paul Canter was present to give the financial report for February 2017: Revenue $159,309.25 Credit Expenditure $234,033.11. March 2017: Revenue $474,654.37. Credit Expenditure $234,587.61. April 2017: Revenue $291,024.37. Credit Expenditure $274,806.32

Lidle motions to approve the Road Surfacing Program Bids. Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro.

Discussion on medical marijuana in Poland Township, Trustee Ungaro reminds the fact that medical marijuana has been legalized in Ohio, and requests one month to gather more facts on the subject. Wollet agrees, suggesting to limit involvement of Poland and Trustees will publicly vote on the issue in June.                                                                                                                                                                                                   Lidle motions to set the regular June meeting date to June 5th at 6:00 p.m. Also, set for June 5th to discuss the Lighting District for Mared Lane at 5:50 p.m. Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro.

Lidle motions to purchase materials from Elliott Landscaping for the landscape of the Township building, not to exceed $7,000, also to get separate quotes on the labor costs. Seconded by Ungaro. Voting yes- Wollet, Ungaro and Lidle.                                                                                                                   

Lidle introduces Dan Risko from the State Treasurers office presenting the Open Checkbook in which Poland Township has recently became members of. Along with Dan Risko, Austintown   Township and Canfield Township representatives were also present. Open Checkbook is a website for your state, county, and cities to provide access to all financial activity. Mahoning County auditor was one of the first to participate in the Open Checkbook. Ohio is the leader in transparency.

Lidle motions to enter into an agreement with Matrix for the TPA part of Workers Compensation Benefits. Seconded by Lidle. Voting yes- Ungaro, Lidle and Wollet… motion carried.

Recycling Department:

Administrator, Jim Scharville, is present to give monthly report.    

Zoning Department:

Zoning Inspector, Bob Monus, is present to give the monthly report. For the month of April 2017 total valuation is $359,476 and total fees collected $2,964.                                                                                                                                                                        Lidle motions to hire Joe Lamping to supplement as casual support staff for the Zoning Department and Police Department at a rate of $14/hour not to exceed 40 hours per week total combined hours between both departments. Seconded by Ungaro. Voting yes- Lidle, Wollet and Ungaro…motion carried.       

Motion rescinded by Lidle hiring of Joe Lamping to supplement as casual support staff for Zoning and Police Department at $14/hour not to exceed 40 hours per week total hours for both departments combined. Seconded by Ungaro. Voting yes- Lidle, Wollet and Ungaro.

Seconded by Ungaro. Road Department:

Road Superintendent, Tom Monus, is present to give monthly report.        

Police Department:

Chief Goodin is present to give monthly stats for April 2017.

Public Comment:

Debbie Zaccardi from the American Cancer Society announces the Relay For Life will be June 16th & 17th at 6:00 pm at Poland High School.

                                                                                                                                                                

Lidle motions to move into Executive Session Matters of Personnel at 7:28 p.m.                

Seconded by Ungaro. Voting yes- Lidle, Wollet and Ungaro. Executive session
