JUNE 5, 2017

REGULAR TOWNSHIP MEETING

The Poland Township Board of Trustees held their Regular Meeting on June 5th, 2017 at the Poland Township Government Center located at 3339 Dobbins Road, Poland, Ohio.                                                                                                                                                                      

 Mr. Leone leads in the Pledge of Allegiance.                                                                                      

Scharville calls roll call. Lidle, Wollet and Ungaro were present.                                                                

Chairman Lidle motions to approve the minutes dated May 10 and May 20 of 2017.  Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro.                                                                                                                                

Lidle moves to authorize payment for all outstanding bills for the township. Seconded by Wollet. Voting yes – Lidle, Wollet and Ungaro.

Paul Canter was not present to give the financial report for May 2017.                             

Chairman Lidle moves to hire seasonal employees for the Road Department, to be paid at State Minimum wage not to exceed 29 hours per week, motion on floor, Seconded by Wollet. Trustee Ungaro makes a motion to prohibit medical marijuana Resolution #17-12 the cultivation and processing of medical marijuana under Chapter 3796 of the Ohio Revised Code                                                                                                                                                                           

Chairman Lidle moves to set the July meeting from July 12th to July 19th at 6:00 p.m.                                                                                                                   

Chief Goodin presents a Certificate of Recognition to Officer Brian McCrea for saving a life.                                                                                                                                                                                          

Park Committee:                                                                                                                                   

 Mike Heher is present to give the report.  Fresh limestone is to be brought into the park. Trees have been donated by Pioneer Trails. The daffodil kiosk is being worked on along with adding more signs to keep horses off the trails in the park.

Administrator, Jim Scharville present to give the monthly report. The record department files are in process of being cleaned up.

Lidle moves to adopt Resolution #17-13 Nuisance Notice. Seconded by Wollet. Road Superintendent, Tom Monus is present to give the monthly report. Mowing, sweeping and patching of holes is in progress.  A quote was received for the pipe on Diana Drive but there is a five month waiting period. Vice Chairman Wollet brings to light the long waiting time it takes to pick up the asphalt needed to patch, fill and pave the roads.                                                                   

Trustee Ungaro motions for all full time road employees summer start time to begin at 6:00 a.m. and end at 2:00 p.m. Seconded by Wollet. Voting yes- Ungaro and Wollet. Voting no- Lidle. Police Department:

Chief Goodin is present to give monthly stats for May 2017.                                                                                                                                             

Mr. Lidle moves to accept the resignation, retirement letter of Officer Jerry Velasquez effective May 29th  with great thanks and regret and best of luck on his future endeavors. Seconded by Wollet. Voting yes- Lidle, Wollet and Ungaro.                                                                                                                                                                                                                                 

Chairman Lidle makes a motion to approve the purchase of a surveillance camera in the amount not to exceed $3,600. Seconded by Ungaro. Voting yes - Lidle, Ungaro and Wollet. Motion carried.

Public Comment:                                                      

Pam Burns of 5876 Poland-Struthers Rd. states her appreciation for the township. She is concerned about the nuisance on Bel Air Ln, sidewalk being a trip hazard, tree overgrowing over the street lamp pole, excessive speeding and the potholes.                                                                                                                                                                                                                    

 Vince Gallo of 3500 Hunters Hill in Canterbury Creek speaks up about his concern of the flooding issue and hopes for a resolution. Chairman Lidle agrees and reinforces that the township will assist in any way possible.                                                                                                                                                                                                                                                                                          

 There being no further comments, Chairman Lidle motions to go to Executive Session at 7:10 p.m. Seconded by Wollet. Voting yes - Mr. Lidle, Ms. Wollet and Mr. Ungaro.                                                                                    

Lidle motions to exit the Executive Session at 8:00 p.m. Seconded by Ungaro. All those in favor  – Mr. Ungaro, Mr. Lidle- Yes.                                                                                                                                                                                                                                                                                       

Lidle motions to go back into Regular Session at 8:01 p.m. Seconded by Ungaro. All those in favor- Ungaro, Mr. Lidle – Yes. 

Mr. Lidle moves to agree to a payment for the year 2017, retroactive to January 1st, for Chief Brian Goodin, in the amount of $36 an hour. Seconded by Ungaro. Roll call- Lidle, Ungaro and Wollet - Yes. Motion passed.                                                                                                                                                                                                                                                                        

 Lidle makes a motion to retroactive to January 1st, 2017 to Jim Scharville increase of his current rate to .25 cents. Seconded by Ungaro. Voting yes - Lidle, Ungaro. Voting no - Ms. Wollet.                                                                                                                                                                                                                                                                                                                  

Mr. Lidle motions to adjourn the regular meeting at 8:04 p.m. Seconded by Wollet. Roll call- Lidle, Ungaro and Wollet- Yes.
