                                                        REGULAR MEETING

 

The Poland Township Board of Trustees held their regular meeting June 06, 2018 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Canter leads the Pledge of Allegiance.

Mr. Scharville calls roll call. Ungaro, Wollet and Kempers were present.

Mr. Ungaro motions to approve minutes dated 05-09-19, 05-16-18 and 05-30-18. Seconded by Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding checks for the township. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Kempers. Motion carried.

Mr. Canter was present to give the financial report for April 2018.

                                                             Revenue- $24,866.80

                                                            Expenditures- $244,047.32

The Poland Township Board of Trustees are proud to present certificates to Michael Puhalla for receiving Eagle Scout on  May 22, 2018 and Kevin Rabindra for receiving Eagle Scout for May 1, 2018.

Ungaro motioned to approve Resolution #18-09:  Mahoning County Auditor to submit question of an additional tax levy in excess of the 10 mill limitation of general purposes construction, reconstruction and resurfacing roads, streets and bridges in the township, 5705.19 G Ohio revise code declaring emergencies. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Ungaro motioned to approve Gary Diorio for OPWC Grant Program for 2019. Seconded by Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Adolf Kralj of 2783 Coblentz Dr. speaks of water issues from a pipe that sticks out of the ground makes the water flow down the street and floods across 5 to 6 inches, it’s also damaging his yard. The board discuss this issue with Mr. Kralj.

PARK COMMITTEE:

Mr. Filicky is present to give monthly report.  

Ungaro motioned to appoint Laurie Fox to Poland Township Park Board. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion Carried.

Ungaro motioned to appoint Jeff Phillips to Poland Youth Soccer Association and Poland Township Park Board. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion Carried.

ZONING DEPARTMENT:

Bob Monus is present to give monthly report.

  • One new structure valuation at $207,380.00; fees of $1,452.00
  • 11 additional improvements at a valuation of $275,019.00; fees of $2,109.00
  • 8 Misc. permits at $35.00 and 108 violations for the month.
  • Total monthly valuation of $482,399.00; Total Fees of $3,596.00.

Ungaro motions to approve Karen Wash as casual personnel for the zoning office at $10/hr and not to exceed 24 hours per week. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Ungaro motions, seconded by Wollet to approve Resolution #18-12: declaring the following properties a Nuisance notice. Voting yes- Ungaro, Wollet and Kempers.

ROAD DEPARTMENT:

Tom Monus is present to give monthly report.

Ungaro motions to approve the hiring of Dave Esarco at $8.30/hr pending background checks and physical exam also not to exceed 35 hours per week. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Some discussion goes on between Monus and Wollet about pothole patching and street sweeping.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly stats.

Ungaro motions to approve part-time Poland Township police officers wage from $14.00 to $14.50/ hr and will take effect next pay period. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Ungaro motions to approve SRO training for patrol Steve Kent with cost share with the Poland School District. Seconded by Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion Carried.

Kempers asks Chief Goodin about continuing to have officers at each building next year, some discussion occurs.

Wollet speaks about Relay for life.

 

PUBLIC COMMENT:

Jamie Davis of 7420 Cobblers Run discusses her concern of the flooding that happens at her property. Discussion between the board and Ms. Davis occurs.

Ungaro motions to enter into executive session for the reasons to discuss of discipline and/or dismissal of public employee at 6:53pm. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried

Ungaro motions to come out of executive session at 7:24pm. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

 Ungaro motions to go back to regular session at 7:25pm. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carries.

Ungaro motions to terminate employment of Patrolman Jack Modelski of Poland Township Police Department effective immediately. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Ungaro motions to adjourn at 7:26pm. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers. Motion carried.

Ungaro motions at 6:50 p.m. to adjourn from the regular township meeting. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Kempers.
