                                                                                        REGULAR MEETING

The Poland Township Board of Trustees held a regular meeting July 6, 2022 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Chief Wilson leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.

Mr. Ungaro motions to approve the minutes dated June 14, 2022 and June 15, 2022. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-15 Nuisance Notice.  The following properties include:

  • 2357 West Manor Ave
  • 7979 Youngstown Pittsburgh Road
  • 2840 Denver Drive

      Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-16 Sales Tax Policy. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Warren from Poland Rotary is present to represent Tim Crowe who is the president of the Rotary Club. He hands out a flyer for anyone who would like to send in a donation for the club.

FINANCIAL REPORT:

Mr. Canter is present to give May’s report.

Revenue: $663,854.10

Expenditure: $544,179.25

Mr. Canter reports that the second tranche of the ARPA money will be available July 15th.

Chief Wilson had a small discussion with the trustees about the noise resolution for the Township.

Mrs. Wollet announces Safety Service Appreciation Day will be August 6th, 2022 from 11am-2pm at the Township Park. In case of a rain that day, the event will take place the following Saturday August 13,2022 same time and place.

Mr. Scharville is present to discuss some tree cutting of the old pine trees by the building.

Mr. Ungaro motions to enter into agreement with Adams Tree Service not to exceed $800 to remove the pine trees and shrubs behind the administration building. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is present to give monthly report.

RECYCLING:

Mr. Scharville is present to give report.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

Monthly report from June.

  • 1 new structure, valuation-$112,600; fees collected-$788
  • 16 additional improvements, valuation-$198,559; fees collected-$1,298
  • 4 Fundraiser Sign Permits
  • 14 misc. permits issued; $70-Misc permits; 1-appeal, $275-misc.; 0 -amendments, 33 violations for the month

Total valuation for the month- $311,159; total fees collected $2,431; Year to date total valuation- $4,560,739

ROAD DEPARTMENT:

Mr. Tommy Monus is present to give monthly report.

Mr. Ungaro motions to enter into agreement with J. S. Bova for the projects on Celeste Drive and Cobblers Run not to exceed $39,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

POLICE DEPARTMENT:

Chief Wilson is present to give monthly report.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet- Celebrate Poland was a huge success. Gives thanks to Mr. Warren, he changes the messages on the clock tower.

Mr. Kempers- Gives Mr. Warren praise for his workmanship for Poland.

Chief Wilson was presented with an award from the police department and Poland Township Trustees for his work and performance for the department.

PUBLIC COMMENT:

No one spoke for public comment.

Mr. Ungaro motions to enter executive session at 6:46p.m. for reasons of legal. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to exit executive session at 7:21p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to adjourn regular session at 7:22p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
