The Poland Township Board of Trustees held their regular meeting September 12, 2018 at Firehouse 93 at 2040 South Hubbard Rd. Lowellville, Ohio 44436.

Sonny leads the Pledge of Allegiance.

Mr. Scharville calls roll call. Ungaro, Wollet and Kempers were present.

Mr. Ungaro requests for all to take a moment of silence in remembrance of 9-11.

Mr. Ungaro motions to approve minutes dated 08-1-18 (Special Meeting) and 08-8-18 (Regular Meeting). Seconded by Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding checks for the township. Seconded by Wollet. Voting yes – Ungaro, Wollet, and Kempers. Motion carried.

Mr. Canter was present to give financial report.

                 May- Revenue of $357,769.81; Expenditures of $405,674.19
                 June- Revenue of $174,937.74; Expenditures of $250,662.83
                 July- Revenue of $430,102.80; Expenditures of $173,143.01
                 August- Revenue of $388,932.39; Expenditures of $196,359.67

Ms. Wollet donates $250.00 for park grills.

Mr. Ungaro motions to approve Resolution #18-18 proclaiming September 17th through September 23rd as Constitution week. Seconded by Wollet. Voting yes- Ungaro, Wollet, and Kempers. Motion carried.

State Rep. John Boccieri presented signs that will be delivered to the families of the officers who were killed in the line of duty.

Mr. Scharville opens and reads bids for 2018 road resurfacing for Oak, Shawbutte and Christina Court. Five bids were submitted to the Board.

R.T Vernal Paving- Bid bond in place, total bid price of $172,320.00 with an alternate bid of $117,060.00.

Karvo Company- Bid bond in place, total base bid price of $198,483.50 with an alternate bid for Katahdin Dr. of $125,152.50 and another alternate bid for Shawbutte of $102,825.00.

Butch & Mcree Paving- Bid bond in place, total bid price of $156,206.00 with an alternate bid of $93,636.00.

Shelly & Sands- Bid bond in place, total bid price of $169,955.00 with an alternate bid of $114,225.00.

Barbicas Construction- Bid bond in place, total bid price of $189,751.25 with an alternate bid of $127,852.50.

A Special meeting will be held on September 24, 2018 at 6:30 p.m. in order to select lowest and best bid.

Ungaro motions to approve payment for flu shots, to the Mahoning County Board of Health, for Township employees. Seconded by Wollet. Voting yes- Ungaro, Wollet, and Kempers. Motion carried.

Mr. Scharville announces that on Tuesday, October 16, 2018 the Mahoning County Board of Health will give flu shots between 2:00 p.m. to 5:00 p.m at the township building.

PARK COMMITTEE:

Mr. Filicky is present to give monthly report.  

CEMETERY:

Ms. Wollet is present to give update.

ZONING DEPARTMENT:

Bob Monus is present to give monthly report.

  • 17 additional improvements valued at $111,451; fees of $907.
  • 10 Misc. permits at $50, one zoning appeal at $275, 36 violations for the month.
  • Total monthly valuation of $111,451; Total Fees of $1,232.

Ungaro motions to approve Resolution #18-19: declaring the following properties a Nuisance. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.       Motion Carried.

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Ungaro stated an informative workshop is scheduled for Monday September 24th 2018 at 6:30pm related to issues surrounding the road bond. The meeting will be held at the Poland Township Government Building.

PUBLIC COMMENT:

Jennifer Dagati of 3016 Southwind Trail thanked the board for cleaning of the culverts in her area, which made a difference after all the rain.

Steve Stanislav of 8235 Cliffview Dr., thanked the Chief of Police for the excellent work and quickness of resolving the crime that occurred in Poland Park. He also spoke about continued flooding in yards and states concerns related to potential clog in recently replaced pipe.

Dr. Dagati of 3016 Southwind Trail suggests advertisement for the road bond.

Ungaro motions to adjourn at 6:47p.m. Seconded by Wollet. Voting yes- Ungaro, Wollet and Kempers.
