                                                                                   REGULAR MEETING 

The Poland Township Board of Trustees held a regular meeting September 14, 2022 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Gordon Moore leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.

Mr. Ungaro motions to approve the minutes dated August 17, 2022 Special Meeting, August 17, 2022 Regular Meeting and August 24, 2022 Special Meeting.  Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-18: Nuisance Notice.  The following properties include:

  • 8671 Youngtown Pittsburgh Road
  • 3033 Algonquin

Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

RECOGNITION OF GUESTS:

Luke Schuster of 3117 Chardonnay Lane, expresses concern for needing sidewalks from 170 to Western Reserve and from Clingan to Spitler. 

Joey Wrenn from Eagle Scouts was recognized with a certificate for the building an eagle nesting platform in the Poland Township Park.

Vince Colaluca from Energy Solutions discussed about providing electrical service for the community.

Gary Diorio discussed he would not recommend doing anything to the streets, as provided in Gary’s list.

Gordon Moore of 5229 Arrow Road, asked the board if he would be allowed to put a vending machine in the Poland Township Park. The trustees denied the access for the vending machine.

Mr. Scharville announces that the Mahoning County Board of Health will be distributing flu shots, Monday October 17, 2022 from 2:00 p.m. to 5:00 p.m.

Mr. Ungaro announces Halloween hours on Monday, October 31, 2022 will be from 5:00 p.m. -7:00 p.m.

PARK COMMITTEE:

Mr. Flicky is present to give monthly report.

Mr. Ungaro motions to enter into an agreement with Deering Company Landpro Equipment LLC not to exceed $8,100.00 for the purchase of the John Deer Gator TS Model year 2023.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

 

RECYCLING:

Mr. Scharville is present to give monthly report.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

Monthly report from August.

  • 3 new structures, valuation-$812,495; fees collected-$5,689
  • 20 additional improvements, valuation-$217,979; fees collected-$1,581
  • 7 misc. permits issued; $30.00; 1-appeal, $275-misc.; 0 -amendments, 23 violations for the month

Total valuation for the month- $1,030,474; total fees collected $7,575; Year to date total valuation- $5,877,271

ROAD DEPARTMENT:

Mr. Tommy Monus is present to monthly report.

Mr. Ungaro motions to enter into agreement with Bova Excavating not to exceed $25,000 for the Knollwood project.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

POLICE DEPARTMENT:

Chief Wilson is present to give monthly report.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet - Announces that on 9-17-2022 Poland Historical will be having a tour of the historical homes. The cost will be $20.00 per ticket.

Mr. Kempers - Comments that it is nice seeing a lot of people here.

Mr. Ungaro - Announces there will be a meeting on 9-20-2022 it will be an executive session meeting for contracts and personnel.

PUBLIC COMMENT:

Karissa Braun of 2543 Spitler Road, also expressed her thoughts on how much sidewalks are needed on Spitler, to add on to Luke Schuster’s statement.

Mr. Ungaro motions to adjourn regular session at 7:22 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
