                                                                                        REGULAR MEETING 

The Poland Township Board of Trustees held a regular meeting November 8, 2023 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Chief Wilson leads the Pledge of Allegiance.

Mr. Covell does roll call. Ungaro, Kempers, and Wollet are present.

The media was properly notified.

Mr. Ungaro motions to approve Regular Meeting minutes dated 10/11/2023, Special Meeting 10/19/2023 and Special Meeting 10/25/2023. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #23-35: Resolution establishing a video service provider fee to be paid by any video service provider offering video service in the township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #23-36: Resolution is for 2024 Budget. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #23-37: Resolution is for the Lighting District for tax year 2023. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Filicky is present to give the monthly report. 

 RECYCLING:

Mr. Covell is present to give the monthly report. No report was given.

 ZONING DEPARTMENT:

Patty Magazzine is present to give the monthly report.

Monthly report from October.

  • 0 new structure, valuation-$0; fees collected-$0
  • 9 additional improvements, valuation-$81,328; fees collected-$603
  • 1 misc. permit issued; 1-appeal, $325-misc.; 0 -amendment, $5 -misc; 13 violations for the month.

Total valuation for the month- $81,328; total fees collected $933; Year to date total valuation- $2,663,491.

Mr. Ungaro motions to approve Robert Monus as a 1099 contractor at $30.00/hr not to exceed 20 hours per week. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

 ROAD DEPARTMENT:

Mr. Tommy Monus is present to give the monthly report.

POLICE DEPARTMENT:

Chief Wilson is present to give the monthly report.

Mr. Ungaro motions to approve MOU for Police Lateral Hires. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

FINANCIAL REPORT:

Mr. Canter is present to give the report in the month of September, as well as year to date.

Funds summary, appropriation summary and revenue summary were provided.

  • Revenue: $172,578.12
  • Expenditure: $350,061.62
  • Year to Date Revenue: $3,817,081.29
  • Year to Date Expenditure: $3,250,158.43

Update was given on the Camella Drive Storm Water System Improvement.

Mr. Ungaro motions to return to regular session at 6:40 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to hire Thomas Sawicki at the contracted Teamster rate of $15.29/hr for the year 2023 as assistant zoning inspector pending anything that needs done. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to adjourn at 6:42 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
