                                                                                      REGULAR MEETING

The Poland Township Board of Trustees held a regular meeting November 16, 2022 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.

Mr. Scharville leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.

Mr. Ungaro motions to approve the Special Meeting minutes dated September 20, 2022; Regular Meeting Minutes dated September 14, 2022 and October 26, 2022. Seconded by Mrs. Wollet. Voting yes - Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-20: 2023 Budget. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-21: Lighting District Tax Year 2022. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #22-22: OPWC projects 2023 Resurfacing Project. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

RECOGNITION OF GUESTS:

Matt May, of 7225 Oak Drive, speaks to the board about the solar power speed signs he saw in Canfield. Chief of police answered his questions about the signs.

Gary Deperro, of 6749 Styme Road, speaks to the board about his concern around the landfill and methane gas that it puts in the air.

FINANCIAL REPORT:

Mr. Canter is present to give report.

PARK COMMITTEE:

Mr. Filicky is present to give monthly report.    

Mr. Ungaro motions to approve the memorial bench and tree program for the township park. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

RECYCLING:

Mr. Scharville is present to give monthly report.

Mr. Ungaro motions to enter into the lease agreement with the Green Team, Mahoning County Solid Waste. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.  

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

Monthly report from October.

  • 2 new structures, valuation-$590,040; fees collected-$4,142
  • 13 additional improvements, valuation-$117,633; fees collected-$957
  • 4 misc. permits issued; $20.00; 1-appeal, $275-misc.; 0 -amendments, 12 violations for the month

Total valuation for the month- $707,673; total fees collected $5,394; Year to date total valuation- $7,046,489

Mr. Monus spoke about the applications being accepted for the Zoning Commission and Zoning Appeal Boards.

ROAD DEPARTMENT:

Mr. Tommy Monus is present to monthly report.

POLICE DEPARTMENT:

Chief Wilson is present to give monthly report.

Mr. Ungaro motions to approve the change of status for Plt. Matt Martinez from full-time to part-time officer effective November 27, 2022. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve payment to BearCom for $2.500. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve to advertise for a full-time police officer to replace Matt Martinez. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:

Mrs. Wollet- Mrs. Wollet gives thanks to everyone.

Mr. Kempers- Mr. Kempers gives thanks to everyone and its nice seeing so many people here.

Mr. Ungaro announces there will be a special meeting on 12/12/2022 at 5:00 p.m. with executive session for contracts and personnel.  Regular meeting will be on 12/14/2022.

Mr. Ungaro reads the letter Mr. Scharville submitted his resignation effective 12/31/2022.

Jerry, from Poland Youth Soccer, thanks the Trustees for allowing soccer to use the park for the season.

Brent Bowker, of 7882 Tuscany Drive, presents a check to the Trustees on behalf of Republic.

Greg Hohloch, of 6820 Styme Road, speaks to the board about installing a stop sign at the south end of Styme Road.

Mr. Hohloch and the residents who live there believe they have a safety issue. He also spoke about the Styme Road truck traffic.

Mr. Ungaro motions to adjourn at 7:11 p.m. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.
