The Poland Township Board of Trustees held a regular meeting December 8, 2021 at the Poland Township Government Center located at 3339 Dobbins Road Poland, Ohio.

Mr. Ungaro calls the meeting to order.   

Officer Schweers leads the Pledge of Allegiance.

Mr. Scharville does roll call. Ungaro, Kempers, and Wollet are present.

Mr. Ungaro motions to approve the minutes dated November 10, 2021, December 1, 2021 and December 6,2021. Seconded by Mrs. Wollet. Voting yes-Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to authorize payment for all outstanding bills for the Township. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-34: Nuisance notice of an object located at 3612 Polo Blvd to be removed. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-35: 2021 Final Appropriations.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-36: 90 Day Appropriations. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve Resolution #21-37: 2022 Budget for Poland Township.  Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro recognizes Officer Dennis Schweers recognition for his years of service and announces he will be retiring from the Poland Township Police Department.

FINANCIAL REPORT:

Financial report is not ready yet.

Mr. Ungaro motions to approve the purchase of LED lighting upgrade from RLM Electric Company in an amount not to exceed $5,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve agreement with The Mahoning County Sanitary Engineer for the easement on Olde Winter Trail. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

Mr. Ungaro motions to approve the purchase of a Moritz 20’ tilt trailer from Bennett Trailer Sales in the amount not to exceed $8,300. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

PARK COMMITTEE:

Mr. Flicky is not present to give monthly report.  Mrs. Wollet speaks on his behalf announcing he is in process of starting a Poland Township memorial bench program for the park. There are forms available to fill out if you would like to buy “in memory of” plaque. Memorial trees are also available for purchase.

RECYCLING:

Mr. Ungaro is present and announce The Christmas tree recycling program in conjunction with the Green Team (drop off or curb pick up) will run from 12/26/2021 thru 01/31/2022.

Mr. Scharville announces they will also be recycling other Christmas decorations.

ZONING DEPARTMENT:

Mr. Robert Monus is present to give monthly report.

  • 5 new structures, valuation- $1,462,120; fees collected-$10,261
  • 4 additional improvements, valuation-$27,560; fees collected-$222
  • 1 misc. permit issued for a total of -$15.00; 0-appeal, $0-misc.; 0-amendment, 9 violations for the month; total valuation for the month- $1,489,680; total fees collected-$10,498.

ROAD DEPARTMENT:

Mr. Tommy Monus is present to give monthly report.         

POLICE DEPARTMENT:

Chief Goodin is present to give monthly report.

Mr. Ungaro motions to approve the purchase of new equipment for two new cruisers from HKG in the amount not to exceed $17,000. Seconded by Mrs. Wollet. Voting yes – Ungaro, Wollet and Kempers. Motion carried.

ELECTED OFFICIAL COMMENTS:
